This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Logistics Management Office (LMO), Travel and Transportation Division (TTD).
This position manages the permanent change of station (PCS) program.
Duties
Manages and administers the civilian permanent change of station (PCS) program.
Coordinates and manages the deployment process for civilian personnel deploying overseas.
Develops program documentation including instructions, guides, forms, and templates.
Serves as an Organizational Defense Travel Administrator (DTA) responsible for administering the Defense Travel System (DTS) for the agency in the absence of the Lead DTA.
Provides guidance to employees on PCS, temporary change of station (TCS), temporary duty (TDY), DTS, and Government Travel Charge Cards.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Managing and administering a PCS program; Performing program and project management; Developing program documentation; Interpreting and applying laws, regulations, and policies in areas of responsibility; Evaluating ways to improve the effectiveness of programs; Collaborating with internal and external stakeholders.

Specialized experience is defined as: Manages and administers the civilian permanent change of station (PCS) program. Researching regulations such as the Federal Travel Regulation (FTR), the Joint Travel Regulations (JTR), and Comptroller General Decisions to determine individual PCS entitlements and to provide proper guidance and assistance to organizations and personnel. Prepares PCS Travel Orders and amendments, ensuring all PCS entitlements are authorized in accordance with governing regulations. Obligates funding and provides accurate lines of accounting for authorized entitlements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
