We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management and Program Analyst, GS-0343-11, you will be responsible for:• Serving as a program analyst to manage, facilitate, and conduct process improvements projects, strategic planning alignment, and consultant management to improve program effectiveness.• Establish metric and analysis systems for assigned programs to assess efficiency, effectiveness, and compliance with regulatory procedures.• Establish and maintain management information reporting systems to include database development, spreadsheet design, and accessing of other systems for related information.• Analyze problems discovered in studies or assessed program areas and advise higher levels of management on the feasibility of different approaches which provide a basis for better planning of operations.• Perform other related duties as assigned.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-11One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience providing programmatic support in both written and verbal formats to analyze data, ensure compliance, make recommendations, and identify current and future program trends.2. Experience reviewing and analyzing large volumes of data that can be utilized by programs to assess efficiency, effectiveness, and compliance with regulatory procedures.3. Experience utilizing Office Suite products including: Word and Excel, as well at the ability to work in online electronic systems that capture data.OREDUCATION (see EDUCATON SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organized productivity.2. Knowledge of database and spreadsheet concepts and programming techniques (e.g., Microsoft Access, SharePoint, SQL database and Excel spreadsheet) and expertise in database management.3. Ability to conceptualize, recommend, create, execute, and communicate electronic information and data in a variety of delivery formats.4. Ability to coordinate projects with department staff and leadership, or other agencies in order to establish and sustain effective communications, and program implementation, execution, and evaluation.5. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.
Education
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
