About the Position: Supports the Captain and the Assistant Master Chief in the activities management of the assigned dredges.
This position is not eligible for telework. Incumbent will required to travel with Dredge.
Duties
Responsible for supporting the Captain in the accomplishment of the following: reviewing dredge plans and dredge, orders as prepared by the Dredging Product Delivery Team.
Plans, coordinates, and communicates crew travel, to include locations and movement of dredge crew personal vehicles, tie-up arrangements, and safe and effective crew changes.
Provides significant input to, and recommendation for, the dredge operating budget.
Responsible for planning and assigning work and providing input to the Captain on personnel related actions, such as performance ratings, training requirements and documentation, awards, and management of crew staffing vacancies.
Responsible for ensuring that the unit is aware of all pertinent regulations and policies and that all safety requirements are up to date, posted, and are followed.
Coordinates and oversees the Subchapter M inspections and compliance
Supports the Captain in deployment of vessel crew, EEO, and Affirmative Action programs that ensure full opportunity of employment, training, and utilization of all employees regardless of race, color, sex, age, religion, or national origin.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Occasional travel may be required.
- This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.

Minimum Qualifications for the GS-11:Specialized Experience:
One year of specialized experience which includes monitoring and/or supporting a dredge and/or facility operations day to day activities; assisting in the development of a safety program; and providing contract administration support. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
