As a Building Services Specialist, you will perform a variety of programmatic and analytical responsibilities for oversight, management and analysis of energy monitoring and control systems such as Building Automation Systems (BAS), National Computerized Maintenance Management System (NCMMS) and Advanced Metering (AM) systems.Location of position: PBS, Facilities Management Division, in St. Louis, MO.

Duties
Evaluate nationwide Building Automation Systems, Advanced Metering, and facility equipment, programs and directions applicable to the operation and maintenance of Federal buildings and leased space; continually appraise the adequacy of established procedures in response to program changes and operational experience; evaluate overall organizational performance and specific Field Office programs, address the most complex and recurring issues and complaints involving building system’s assets.
Act as a technical advisor to Building Managers to improve and validate existing Field Office programs, asset management and support, account administration.
Leads the PBS team to determine source of BAS and Advanced Metering system(s) connectivity and/or operational failures and identifies and implements corrective action plans to bring building systems back “online” in a timely manner as to minimize length of disruption to tenants.
Participates in activities related to the assessment and authorization of the system to include security planning, risk assessments, security and incident response testing, and contingency planning.
Review design documents of proposed system improvements and make sure design and construction projects are implemented in a manner that ensures energy reduction initiatives and effective and efficient building operations are considered and addressed.
As a Specialist on the operation of the regional CMMS program, recommends methods for enhancing the efficiency and utilization of systems, data and their integration into GSA business processes through adapting and/or applying evolving technology. Using in-depth knowledge of PBS operations, related business processes, and CMMS; incumbent develops a design plan to integrate a regional CMMS program and associated products.
Identifies, analyzes, researches, and resolves compatibility issues and similar problems associated with CMMS products, as well as the most complex and plaguing problems as indicated by users throughout the region.
Provides coordination and technical oversight to CMMS contractors in conjunction with the Agency contracting officer's technical representative. Works closely with contractor personnel assigned to CMMS projects, overseeing and assessing the effectiveness of contractor work on the enhancement, maintenance, and operational support of the CMMS applications.

The GS-12 salary range starts at $84,679 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience using Building Automation Systems (BAS) to review facility operations and initiate minor adjustments to the system using the graphical user interface. Applicants must also have experience as a building manager, operations and maintenance technician or equivalent level experience related to demonstrating BAS use.
