The primary purpose of this position is to serve as a first-line supervisor responsible for providing technical advice in special access program security;
classification management program; security violations, security education and awareness training; and security surveys across the organization.
Duties
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.
Plans, organizes, and directs the activities of the Special Access Program (SAP) ensuring the administration, deployment, and enforcement of a comprehensive special access program.
Exercises supervisory personnel management responsibilities at least 25% of the time.
Develops and prioritizes organizational security and information protection performance goals and mission objectives; develops operating procedures and plans, program protection concepts and implementation plans; sets overall priorities and objectives for security personnel; assesses progress toward objectives; identifies problems and takes appropriate corrective action; evaluates new concepts and ideas of technical and management importance.
Administers through subordinates, program self-reviews and security manager duties which consist of ensuring the security program is effective by evaluating end-of-day checks, classification, transmission, storage, marking, destruction of classified, security education/orientation, and accountability and control.
Represents organization with DoD, USAF, HQ AFMC and various Center organizations.

- The employee is required to obtain and maintain security clearance commensurate with position sensitivity code. This position is designated national security position
- Employee must maintain current certifications
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required

- Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date
- This is an acquisition coded position. Selectee must complete required certification level 1 in Program Management within 24 months of assignment
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in security concepts, programs, procedures, and practices to plan and implements security as well experience in monitoring and influencing cost parameters at work, tasks and projects and establishing priorities that reflect mission and organizational needs; experience in developing, analyzing and evaluation security programs to meet mission requirements and improve the program for the assigned program.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of SAP security concepts, programs, procedures, and practices to plan and implement security programs in these areas.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Mastery knowledge of security concepts, principles, practices to analyze, and resolve issues.
Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the assigned program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
