About the Position: The incumbent will serve as a Counter Threats Plans Officer at the Operations Directorate - Future Operations Division in Miami, FL.

Duties

Direct Operational Planning Teams (OPTs) and Working Groups (WGs) – as lead, when required – in deliberate and crisis action planning to accomplish planning tasks. Serve as a subject matter expert and authority on counter threat planning functions. Participate in the process to identify and obtain forces required to execute operations to include Theater Security Cooperation Engagements, Counter Threats Operations, Counter Terrorism Operations, etc. Provide planning perspective(s) in development of operational risk as well as mitigation recommendations to support and address force requirement shortfalls. Advise Joint Operations and Execution System (JOPES) and Theater Clearance programs as required to achieve operational objectives. Assign work to personnel based on priority level. Prepare employee performance standards and evaluations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position has been designated as Key and cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization.
  • Civilians in key positions must be exempt from recall to active duty because of Reserve, National Guard, or retired military obligation.
  • Selectee must be able to obtain and maintain a top secret security clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA Drug-Free Federal Workplace Program).
  • Must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • TDY travel required up to 10% of the time.

Find ways to improve production to increase the quality of the work affiliated with counter threat operations; 2). Conduct deliberate and crisis action planning to prepare for future missions regarding responses to enemies' threats; 3). Provide guidance regarding operational planning to ensure regulatory compliance with policies and procedures; and 4). Assign work to personnel based on priority level to ensure organizational deadlines are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Manages Human ResourcesPlanning and EvaluatingThreat Assessment Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
