Qualifications
What are we looking for?Master's degree and five years of executive level leadership experience in the occupation, or a related field or work area. Knowledge of and experience that demonstrates skill to serve as a Program Manager and a recognized expert to independently oversee day-to-day operation of a personal and professional development/education program of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Skill to: develop operational guidelines for a full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available; determine appropriate products or services to define program scope, requirements and deliverables when customers have complex characteristics or needs; coordinate operations that require combined resources of many divisions and local agencies with conflicting, overlapping and inconsistent requirements and objectives; develop, modify, or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; monitor project activities and resources to mitigate risks that can have far reaching affects on operations and/or on large groups of people. Skill to supervise employees in the accomplishment of work. Expertise in the field of higher education and career guidance to provide oversight of and monitor programs such as; transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocation assistance, family member education and assistance, and information and referral service.
