The primary purpose of this position is: Serves as the Chief of the Compliance Program, evaluating/auditing areas of the Logistics Readiness Squadron (LRS) to ensure compliance within all work sections in accordance with guiding publications.

Duties

Establishes and executes a planned systematic approach of quality assurance for all areas of Logistics Readiness Squadron to conform to technical, safety, workload, and customer requirements. Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results, and determines the appropriate and effective method and format for presentation to higher-level management. Serves as primary technical advisor within the organization of support equipment and processes Serves as the Office of Primary Responsibility (OPR) for policy, advising supervisors and employees on both general policy and specific logistical matters. Designs, plans, and facilitates Continuous Process Improvement (CPI) events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with moderate scope, complexity, and impact, assessing the overall effectiveness of program operations. Reviews and approves all cardholder purchases, statements, and reconciles transactions

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of quality assurance methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Knowledge of a wide range of logistics management operations that include transportation policies, practices, techniques, and laws and of computer policies, procedures, and programs. OR EDUCATION: Educations Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts OR L.L.M., if related. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Comprehensive knowledge of a wide range of logistics management operations that include transportation policies, practices, techniques, and laws and of computer policies, procedures, and programs. 2.Comprehensive understanding of DoD financial policies, commercial purchase card regulations, and SP3 memorandums. 3.Knowledge of safety and security regulations, practices, and procedures. 4.Knowledge of process improvement techniques such as LSS/CPI qualitative and quantitative methods for process improvement projects 5.Skill in applying this knowledge to the identification of quality problems and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies. 6.Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and with using activities. 7.Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program. Ability to prepare technical reports on quality levels, to identify specific problem areas and to recommend corrective action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
