About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as an Information Technology (IT) Specialist, responsible, as an individual, or as part of a team, for managing and monitoring network security and Information Systems Security Programs.

Duties

Researches, develops, establishes, and promulgates local policies and procedures pertaining to Cybersecurity, following Federal laws, Executive Orders, Department of Defense and Department of the Army directives and regulations. Recommends and establishes adequate cybersecurity personnel structure at the installation. Works in coordination with Army and Regional Computer Emergency Response Team (ACERT and RCERT), to support Computer Networks Attacks (CNA) and Computer Network Defense (CND) efforts. Performs appropriate monitoring and scanning of network resources, utilizing approved Army scanning and security tools, to ensure the network is being used in accordance with (IAW) applicable Army and DoD directives. Participates in management of the NEC and installation's COMSEC program, performs duties as necessary to support the overall COMSEC program management IAW AR 380-40.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program, dtd 15 Feb 2023.
• Incumbent must complete the Standardized COMSEC Custodian Course (SCCC) and Key Management Infrastructure (KMI) Management Client (MGC) Operators training.
• Required to participate in Department of Army Cryptographic Access Program (DACAP) for non-lifestyle polygraph tests, and random drug testing.
• This position is Critical-Sensitive (CS) and requires that the incumbent must be able to obtain and maintain a TOP SECRET clearance.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.

• The incumbent is required to sign a DA Form 5019-R (CoE for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
