About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.
Duties
Serve as Financial Readiness Specialist responsible for Consumer Affairs/Financial Readiness and Command Financial NCO (CFNCO) Programs.
Administer plans and procedures to provide for continuing and aggressive financial planning and emergency assistance programs designed to meet the interests and needs of the military community.
Review activities and programs to ensure that financial programs are operated in the most efficient manner and provide the best possible services.
Evaluate progress of plans to determine whether objectives are being accomplished economically with reference to budget and manpower.
Serve as a conduit between civilian financial service programs as well as state, county and federally mandated assistance programs.
Responsible for handling and resolving complex client problems and utilizing outside agencies
and contacts to assist clients with resolutions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A National Agency Check with Inquiries (NACI) Background Investigation is required.
- Occasional business travel may required.
- This position may require a one year supervisory probationary period.
- Position requires the incumbent to obtain and maintain a nationally recognized financial counselor certification.
- Incumbent is required to file a statement of employment and financial interest as required.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.

Specialized Experience: One year of specialized experience which includesAdministering plans and procedures for financial planning and emergency assistance programs designed to meet the interests and needs of the community; maintaining oversight of the overall readiness status of subordinate units; and exercising supervision over the daily activities of two or more full time staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9)
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Counseling, Social Work, or Human Services.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages
