The position is located in the Administrative Division, Office of Language Services, Deputy Assistant Secretary for Operations, Bureau of Administration (A/PRI/LS/ADM). The Office of Language Services provides interpreting, translating, and other language services for the Department and the White House and provides such services, by special arrangement, for other USG agencies where the services requested have a direct and substantial relationship to the conduct of foreign affairs.
Duties
Oversees the day-to-day administrative and managerial operations of A/PRI/LS resources and provides authoritative leadership, coordination, and strategic direction to program managers and external stakeholders.
Leads and administers the budget formulation process, and plans and coordinating abroad range of activities to develop and defend a fully integrated resource.
Reviews budget policy and guidance by the Office of Management and Budget (OMB), DOS and Congressional regulations, directives, and policies for use in coordinating an integrated budget.
Manages the organization's workflow, and ensures timely completion of taskings from throughout the Department and the interagency and accurate and complete responses to internal and external Department demands.
Analyzes internal processes and procedures and performs QA on the delivery of services and programs, focusing on efficiency, effectiveness, and productively to meet established service standards and all factors associated with customer satisfaction.

- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
• Experience negotiating solutions to complex and/or controversial issues.• Experience developing new or revised policies, operating procedures, guidance and/or program changes for improvements that enhance effectiveness and efficiency of operations.• Experience with qualitative and quantitative methods and procedures to analyze, evaluate and recommend improvements in office programs which includes forecasting and managing large budgets, risk management, contract administration, monitoring contractor performance and adherence to work specifications and milestones.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
There is no substitute of education for specialized experience for the GS-15 position.
