The incumbent is responsible for managing the Project Management and COR (PM/COR) Team and serves as a senior professional contributor to the work of the Deputy Director for Policy (DDP), for the Loan Guaranty Service. The incumbent serves as a Supervisory Management and Program Analyst (MPA) responsible for consult and advisor to the Deputy Director, as well as the appointed supervisor of a team comprised of six FETs, two thirds of whom are managers and the remainder are program analysts.
Duties
Specific duties include:
Provides technical and professional support to the Deputy Director, Policy, including collaboration with the leadership of the four Value Streams: Loan Production, Loan Administration, Construction and Valuation, and Specially Adapted Housing
Analyzes and actions responses to governmental shifts in housing policy, researches attributes and factors, builds appropriately sized project teams in support of efforts
Applies available data and analytics to support policy analysis, development, communication, and implementation directly and through defined project teams.
Develops, recommends, advises, and supports sustainable approaches to Program Improvement, at all levels, to engage individuals and ideas in the Program strengthening process, in collaboration with the AD.
Identifies and resolves performance hurdles (people, process, or technology) directly and collaboratively, as appropriate, to ensure that all staff can perform at high-value levels.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to real estate and home loan guidelines and regulations. The incumbent is familiar with most facets of the real estate and home loan program's operational structure and understands the cross-organization dependencies, methods, and measures pertaining to the program. The incumbent will have experience in real estate, home loan programs, and government policy, communication, leadership, compliance, regulation, and training. The incumbent will have served in a leadership role. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within Loan Guaranty or another major mortgage guarantor/issuer. The ability to develop, adapt, and operationalize policies in the federal domain and to understand and support business line missions is necessary. The ability to manage projects and initiatives of complex activities with senior stakeholders is necessary.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
