This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA White House Communications Agency at Bolling AFB, Washington D.C.
Duties
As a Senior Program Analyst, has responsibility for planning, implementing, directing and coordinating the development, improvement, evaluation, analysis, conciliation, documentation, and defense of life cycle cost estimates for WHCA projects.
Provides centralized planning for program estimates and transition to Program Objective Memorandum (POM) and budget formulation for WHCA procurement and operations and maintenance appropriations
Performs management reviews of budget execution to determine cost growth trends and impacts. Takes action within limits of authority to address trends and impacts and recommend appropriate adjustments to life cycle cost estimates.
Maintains visibility of approved (baselined) life cycle cost estimates as well as current working life cycle cost estimates. Establishes formal procedures to identify WHCA systems/resources requiring life cycle management.
Performs special assignments that are of major significance in the accomplishment of the Program Management mission.

- This is a Top Secret/SCI position with Yankee White.

In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience formulating and implementing broad internal policies and procedures within the limits of which all management functions such as program planning, scheduling, reviewing, reporting, etc.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).
