This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer. The primary purpose of this position is to serve as a Program Analyst (Data Analytics) in the Financial Professional Program in a development capacity, focused on program data analytics. Non-BU: This is a non-bargaining unit position.

Duties

As a PROGRAM ANALYST (DATA ANALYTICS) (RECENT GRADUATES), GS-0343-9, your typical work assignments may include the following under supervision: Gathering and analyzing data on subjects assigned. Serving as a data analytics and management consultant. Maintaining the portal website, webpages, and workflows. Qualifications

ELIGIBILITY FOR PATHWAYS RECENT GRADUATE PROGRAM: To be eligible for this position, you must be a recent graduate from a qualifying bachelors, masters, professional, doctorate, vocational or technical degree or certificate program from a qualifying educational institution within 2 years of June 11, 2024. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply. NOTE: Qualifying educational institution means-Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of Education: A technical or vocational school; A 2-year or 4-year college or university; A graduate or professional school (e.g., law school, medical school); or A post-secondary homeschool curriculum. AND you must also meet all qualification requirements: Specialized Experience: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to One year of specialized experience equivalent to the GS-07 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: experience applying principles and concepts to operations research, specific to cost estimating, sufficient to research and perform difficult, but well precedented assignments; experience utilizing standard computations, instruments, and software to conduct specific cost studies, estimates, and/or tracking. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. After Program completion, Department of Homeland Security Recent Graduates may be converted to a term or permanent position in the competitive service. To be eligible for conversion to a permanent or term position, Recent Graduates must: Successfully complete at least 1-year of continuous service in addition to all requirements of the Program. Demonstrate successful job performance. Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate may be converted. Placement in the program does not guarantee conversion to a permanent appointment, nor is it mandatory. Recent Graduates hired through this announcement are eligible to convert into positions up to the Full Performance of GS-12. The Department of Homeland Security Pathways Recent Graduate Program affords developmental experiences in the Department of Homeland Security intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic developmental program with the potential to lead to a civil service career in the Federal Government. Upon entering DHS CFO, the employee will be enrolled in the Financial Professionals Program (FPP), a two-year developmental program within CFO. This program aims to provide junior professionals with training and experience needed to succeed as professionals and future leaders by focusing on diverse assignments and enterprise perspective. Under this two-year program, employees complete one 18-month detail and one 6-month detail, participate in mentoring, periodic group activities, and must complete their designated training plan - a series of tasks increasing in difficulty and responsibility as the program progresses as well as pre-determined training courses. Upon completion of the two-year program, employees will be permanently placed within the CFO Component that selected them at time of hire. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
