This position is located within the Washington Headquarters Services (WHS), Financial Management Directorate (FMD), Manpower Requirements Division. Financial Management Directorate (FMD) provides accounting, financial, fund certification, and resource management services for the Office of the Secretary of Defense (OSD), Directorate of Administration and Management, Washington Headquarters Services (WHS), and other Department of Defense (DoD) Agencies and Field Activities.
Duties
Incumbents typical work assignments may include the following:
- Serves as team leader coaching, facilitating, and mentoring the team ensuring alignment with the organization's strategic plan, mission, vision, and values.
- Serves as a Customer Service Representative (CSR) Subject Matter Expert (SME) responsible for supporting over 5,600 civilian employee payroll accounts within the WHS Customer base.
- The incumbent establishes routine and special timelines and cutoff schedules to assure timely transmission of data to meet DFAS computer schedules.
- Provides training or coordinates training for the team in methods and techniques of team building and working collaboratively.
- Leads in identifying, distributing, and balancing workload and tasks among employees based on established workflow, skill level, and occupational specialization.

- The employee must be able to obtain and maintain a SECRET security clearance.
- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or mandatory overtime.
- Work may occasionally require travel away from the normal duty station via military or commercial aircraft.
- DoD Financial Management Certification Level III is a requirement of this position and must be achieved within two years of entrance into this position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Qualifying Experience:
To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:
(1) Applying financial and accounting principles and concepts and the ability to apply them to cost accounting to solve routine and non-routine problems; (2) interpreting pertinent information and policies related to resource management, statistical data, budgeting, and economic principles; (3) Gathering, assembling, consolidating, analyzing financial data, and recommending a corrective action plan for disbursing operation; (4) Ensuring adherence to fiscal law and use of DoD-wide financial terminology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
There is no substitution of education for the qualifying experience at the GS-14 grade level.
