The primary purpose of this position is to plan, develop, and conduct comprehensive manpower requirements determination, organizational analyses of a wide diversity of organizations, functions, and work processes and prove management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings within the Buisness Operations Office.
Duties
Plans, organizes, and directs programs to prioritize and provide technical support in the management of the various industrial resources and administrative programs for the 76th Propulsion Maintenance Group.
Develops, establishes and implements plans and guidelines for all maintenance industrial processes; identifies problem areas and determines technological requirements.
Prepares reports and maintains records as required and coordinates the preparation, presentation or work-related information to all levels of management.
Participates and represents Group in meetings, conferences or briefings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods in relation to manpower support procedures and techniques to issues or studies concerning the efficiency and effectiveness of program operations, pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of Oklahoma City Air Logistics Center and 76th Maintenance Wing directives, concepts, procedures, guidance and police on resource management.
Knowledge of the relationship of various group and production entities involved in overall program planning.
Ability to plan, organize, and manage projects with limited management assistance, and prioritize workload for efficiency and effectiveness.
Ability to communicate effectively, both orally and in writing; negotiate complex issues and maintain good working relationships.
Skill in conducting meetings with employees, supervisors, and management officials with 76th PMXG to present and obtain information and guidance concerning a wide range of projects and programs.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy
Knowledge of applied statistical, analytical and presentation technique concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
