The primary purpose of this position is to ensure the proper and compliant use of government purchase cards (GPC). Approves cardholder purchases, ensuring that transactions are conducted by the Air Force Instructions (AFI). Additionally, plays a crucial role in program administration, financial analysis, and continuous improvement efforts related to the GPC program.
Duties
Serve as subject matter expert (SME) for Government Purchase Card (GPC) Program responsible for Approval and Oversight
Provides expert technical advice, guidance, and recommendations for managing the government purchase program.
Financial Analysis and Reporting. Conducts financial analysis and prepares reports related to GPC program activities.
Prepares written correspondence and other documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying financial analysis, continuous process improvement and program administration concerning the efficiency and effectiveness Government Purchase Card (GPC) program operations as the Approving Official. Interpreting laws, regulations, policies, and procedures that affect the use of the GPC program. Identify and provide recommendation on the major issues, program goals and objectives, and work processes of the organization. Prepare a variety of correspondence i.e formal letters, reports, and charts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to apply various government purchase card (GPC) policies and regulations.
Knowledge of regulatory requirements and ability to follow reporting procedures.
Analytical skills for reviewing transactions and identifying discrepancies.
Ability to apply analysis, evaluation, fact-finding, and investigative techniques to gather data, identify significant factors, and recommend a solution from a number of possible alternatives
Knowledge of the principles, concepts, and theories of Management Analyst, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
