The International Trade Administration (ITA) is the Federal agency responsible for working with the industry to promote American exports and expand international trade through the development of partnerships, monitoring of and compliance with trade agreements, and other trade related services. ITA is a globally-based bureau of the Department of Commerce and includes 103 offices in the United States, 120 offices in 75 countries, and approximately 2,200 employees

Duties

The CIO is responsible for providing executive leadership, technical leadership, and policy advice on information systems. As CIO, the incumbent directs the staff of Information Technology Directors, who provide executive leadership, program development, and coordination for the management of information resources, including directives, records, forms, reports, data, computer applications; and other information systems. Responsible include: Provides executive leadership, technical direction, and serves as the ITA principal advisor to the Deputy Under Secretary for International Trade leadership, and other key officials on information management services to ensure the Agency's program needs are addressed, to market innovative uses of technology, and to facilitate the Agency's access to needed information resources. Oversees the development and ensures the integration of the Strategic Information Technology System Plan with ITA's business practices. Provides leadership in the overall planning, formulation, and direction of ITA's information technology policies, regulations, standards, procedures; and instructions to be used by information technology personnel and users with regard to systems. Provides broad oversight in ensuring compliance with requirements of Executive Orders, Acts, legislation, regulation, and issuances governing information resources management and information technology, policy and program planning, formulation, oversight, and direction. Provides oversight and directs systems development and implementation through the life cycle management process. Business Applications include customer service toolkits; data analysis; integrated client tracking systems; trade data management and delivery; program operations; management applications; service center shared applications; and general support. Oversees the development and implementation of an agency-wide telecommunications program and system for all forms of electronic communications including data and video conferencing. Provides expert advice and guidance of rules and policy notices to be published in the Federal Register. Oversees the design of application architectures; maintenance of hardware and software and software testing facility; and help desk support. Provides guidance to protect the integrity and confidentiality of systems, networks, and data. Oversees and makes decisions on budget, long-range plans, acquisition management, and human capital initiatives.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, your resume should demonstrate that you possess the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet all executive and technical qualification factors will automatically exclude you from further consideration. Executive Core Qualifications: The following are the five ECQs and their competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision). ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building). ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility). ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management). ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Demonstrated knowledge and experience formulating, implementing, and managing, comprehensive and effective cyber security and risk management programs, cost-effective IT systems including areas such as software engineering, network and telecommunications, systems integration, emerging technologies and/or technology architectures, effective risk management framework, and delivering enterprise-wide IT security functions to ensure compliance with the Federal Information Security Management Act (FISMA), as well as National Institute of Standards and Technology (NIST) and/or equivalent IT security standards and guidelines, including experience in managing cyber security threats. Demonstrated experience in the development, implementation, and management of IT policies, programs, services, products, and resources in accordance with federal policy and procedures, government regulations, and industry best practices, and experience leveraging in-depth IT knowledge and expertise to clearly articulate requirements and persuade senior leadership (both internal and external) to adopt new IT solutions to meet evolving business requirements. IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to draft the ECQs.
