This position is located within the Office of Asset Enterprise Management (OAEM), Office of the Assistant Secretary for Management (ASM), Department of Veterans Affairs (VA). This position is responsible for leading, overseeing and managing the vehicle electrification activities within OAEM's Energy, Environment and Fleet (EEF) Program Service.
Duties
The EEF Program Service is one of five main operational elements within OAEM. EEF leads VA's efforts to comply with federal mandates related to energy, water, environment, fleet, sustainable buildings, and climate change adaptation. EEF formulates VA-level policy and programs, provides oversight, guidance, and training, and completes required agency reporting. You will be required to preform the following duties:
Serve as advisor and key point of contact for VA's carbon pollution-free electricity (CFE) transition. Incumbent will establish and maintain contacts with lead Federal agencies and electric utilities, review CFE opportunities through utilities, in capital projects and performance contracts, and assist other VA offices in managing VA's CFE portfolio.
Provide project development and program support for VA's performace contracting program, to include developing site requirements packages, reviewing project submissions, and coordinating post award construction and measurement and verificatuion activities.
Serve as a specialist, key advisor, and program implementor within VA regarding EEF sustainability goals and objectives in one or more of the following specific areas: energy and water management, environmental programs management, fleet management, sustainable buildings, and climate change adaptation, as required by law, regulation, executive order, and/or Departmental policy.
Develop key products including Department-level strategic plans, program plans, action plans, written policies/directives, procedures/handbooks, and other guidance. These work products guide the Department in achieving its mission and meeting legislative and presidential mandates.
Provide senior leadership analytical support to ensure VA is positioned to meet legislative and White House sustainability mandates and reporting requirements. Serve as subject matter expert to ensure mandates and reporting requirements are understood at senior leadership levels.
Identify annual resource requirements for meeting performance measures and mandates, and related program funding needs. Monitor the expenditure of funds and effectiveness of initiatives.
Evaluate and recommend updates and enhancements to the Department's criteria, documentation, data systems, and assessment tools for monitoring and reporting all program aspects.
Prepare and oversee development of requirements packages for planned procurements, including statements of work, independent government cost estimates, and acquisition plans for projects.
Prepare power point presentations, white papers, information binders and other briefings on program plans, progress, and issues for VA senior leaders in preparation for Congressional hearings, press events, and other external and internal forums.

The full performance level of this position is GS- 13. At the GS-09 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements by the closing date of this announcement, 06/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience for the GS-09: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to detailed knowledge of management practices and procedures to resolve problems of major significance to agency energy, water, environment, fleet, sustainable buildings, and climate change adaptation management programs including proposing legislative, operational, or programmatic management solutions. Manage, oversee, and implement strategic program and policy related organization sustainability, renewable energy, sustainable buildings, environmental regulation and policy, or data anlytics. Serve as a specialist, advisor, and/or program implementor in one or more of the following specific areas: energy and water management, environmental programs management, stainable buildings, and climate change adaptation. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.
