You will serve as a Natural Resources Specialist in the Installation and Environment Division of MARINE CORPS BASE QUANTICO.

Duties

You will provide technical expertise to develop short and long-range management strategies for fish and wildlife management, threatened and endangered species, nuisance and invasive species, and outdoor recreation. You will provide technical guidance and prepare required documents for environmental planning to comply with the National Environmental Policy Act (NEPA) and assess natural resources impacts of proposed actions. You will provide professional support and technical expertise to implement habitat and ecosystem management strategies as part of the integrated vegetation management for the INRMP. You will implement MCB Quantico Integrated Pest Management Program. You will annually, conduct internal reviews of pesticide users across installation and provide guidance on proper pesticide application and handling. You will conduct operational and safety training and assign work to subordinate personnel in the application of technical practices required to implement INRMP. You will support implementation of dispersed outdoor recreation program aboard the installation.

Requirements

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following most or all of the following: 1.) Providing technical expertise with planning and executing activities in fish, wildlife and vegetation management, dispersed outdoor recreation and pest management; 2.) Using judgement in adapting, developing, interpreting and applying all applicable natural resources and environmental laws; AND 3.) Providing professional support and technical expertise to develop long-range management strategies for fish and wildlife management. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:

Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

or

Have a combination of experience and education that equates to one year of experience.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
