Serves as an IT Specialist in the Office of the Chief Information Officer. Performs a variety of recurring and nonrecurring duties in support of management and higher graded IT Specialists engaged in the analysis, design, development and maintenance of major SSA programmatic and admin systems.

Duties
Participates in system design activities for subsystems/portions of larger systems/programs/procedures and develops simple computer programs to solve the defined problems.
Develops and provides operational support for assigned areas of systems procedures. Works with user representatives and higher graded IT Specialists in developing such facilities and in maintaining appropriate version controls.
Analyzes and determines documentation guidelines and procedure requirements for application in the Systems structured environment; provides support in the negotiation of formal publication of these guidelines for inclusion in SSA directives.
Prepares written technical/non-technical products for management which provide an updated summary of key and critical projects and for less complex projects independently performed.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

GS-5: To qualify at the GS-5 level applicants must demonstrate one of the following:
Completed 4-year course of study leading to a bachelor's degree or possess a bachelor's degree in any field.
General experience demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, certification).
GS-7: If you are using experience to qualify, you must have one (1) year of specialized experience which is in or related to the work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related work should include assisting with, supporting, or performing any of the following:
systems analysis, design, development, or maintenance of networks, systems, software, or applications
defining user or customer needs
establishing system requirements
providing systems administration or network support
developing code for web, mainframe, or mobile applications to solve defined problems
developing test cases
performing testing or validation
NOTE: This is an entry level/trainee position leading to the full performance GS-2210-09. The employee in this entry level position works in a training capacity toward the full performance level position. Management arranges structured training and development activities to provide experience and technical competence in the methods, procedures, principles, and techniques of the full performance level. The appropriate manager may noncompetitively promote the trainee to the next grade provided work at the higher level continues to exist, the employee has demonstrated the ability to perform it, and the trainee meets time-in-grade and other administrative requirements.

Education
SUBSTITUTING EDUCATION: If you are qualifying for this position based on completed education at an accredited U.S. college, university, or other educational institution, you must provide a copy of your transcripts or other proof of education prior to being appointed. NOTE: Education completed in a foreign institution must be deemed equivalent to that gained in conventional/accredited U.S. education programs. GS-5: Completion of a full 4-year course of study in any field leading to a bachelor's degree OR a combination of post-high school education and the general experience described above. One year of study is defined as 30 earned semester hours or 45 earned quarter hours.
GS-7: One full year of graduate level education in any field. One year of full-time graduate education is defined as 18 earned semester hours or 27 earned quarter hours. A combination of graduate level education and the specialized experience as described above OR a Bachelor's degree and superior academic achievement in any field can be applied as a substitution. Superior academic achievement is based on:
- Graduated in the upper third of the graduating class in the college, university, or major subdivision; OR
- Graduated with a cumulative 3.0 GPA or higher out of 4.0 based on 4 years of education, or based on courses completed during the final 2 years of the curriculum; OR
- Graduated with a 3.5 GPA or higher based on the average of all the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR
- Election to membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies (except for freshman honor societies).
COMBINING EDUCATION AND EXPERIENCE: Experience and education as described above may be combined to meet the minimum qualification requirements.
GS-5: Experience and education as described above may be combined to meet the minimum qualification requirements.
GS-7: Experience and graduate level education as described above may be combined to meet the minimum qualification requirements.
Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined.
