This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Project Management Officer position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, PM Terrestrial Sensors, located at Fort Belvoir, VA.
Duties
Provide expert guidance for the development, acquisition, testing, product improvement, and fielding of assigned programs.
Work with product managers to determine effectiveness of program integration and interoperability.
Analyze and evaluate legislator laws, policies, and procedures applicable to programs to implement and develop administrative and program principles, concepts, policies and objectives.
Develop, prepare, and present detailed program briefs outlining master plans and program objectives for assigned systems.
Coordinate, integrate, lead, and directly control the efforts associated with assigned projects.
Conduct briefings related to project costs, schedule and performance; perform staff actions associated with acquisition decision, safety certification, financial management, fielding, and transition to sustainment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) programmatic planning and reporting to include developing milestone documentation (i.e. Acquisition Strategies, Life Cycle Sustainment Plans, Intellectual Property); 2) monitoring obligations and disbursements through spend plans; and 3) analyzing programmatic and operational impacts to plans and milestones.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
