This position is located within the Strategic Partnerships and Communications section, Office of Academic Affiliations (OAA), Veterans Health Administration Central Office (VHACO). OAA functions as the focal point in VHA for the development of policies and guidelines relating to academic affiliations and clinical education of health care education of health care professionals in training and for implementation, monitoring and evaluation of those VHA policies and procedures.
Duties
The salary range listed on this announcement reflects the GS base rate and does not include locality pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific position.
The Health System Specialist reports directly to the Strategic Partnerships and Communications Manager. The work performed substantially impacts the VHA health care delivery system and the national health professions education community. Major duties fall into several categories including assisting with the management of Federal Advisory Committee, Strategic Communications, Executive Support and Project Management. Duties include, but are not limited to:
Assisting with providing administrative direction to the Federal Advisory Committees and ensuring compliance with the Federal Advisory Committee Act (FACA), applicable laws and regulations.
Managing major office communication issues involving the Chief Academic Affiliations Officer.
Tracking all action items until completion and compiling reports when necessary.
Providing administrative support, including meeting logistics such as meeting agendas, locations, phone lines, minutes and calendar invitations.
Managing internal and external correspondence processes, preparing summary reports, memorandums and official letters.
Acting as a liaison and handling communication with persons and/or groups within and outside the organization or office.
Analyzing and evaluating, on a quantitative or qualitative bases, the effectiveness of programs or operations in meeting established goals and objectives.
Serving as the technical expert and senior project manager for developing databases, analyses, evaluative reviews, national policy options and collecting VA and non-VA information for models and performance measures to examine VHA affiliation programs and national policies.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule: Available)
Telework: Available (applicant is required on site 50% of work schedule per pay period)
Remote: This is not a remote position.
Virtual: the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below. You must meet both the Individual Occupational Requirement and the Specialized Experience:
Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Demonstrated experience in project management and strategic planning; researching, collecting, analyzing data, preparing reports and recommending findings;
Program development and delivery methodologies and techniques to manage, identify, evaluate, recommend, and implement program strategies; and
Applying management tools and techniques to conduct analytical studies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
