The primary purpose of this position, HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) NH-0201-02, is to serve as an Employee Relations Specialist performing duties of administering the employee-management relations program for the Civilian Personnel Flight.
Duties
Provide employee relations assistance to managers for assigned organizations characterized by a wide range of occupations where work processes are mental, exercise judgment, involve public contact, or are coordinative in nature.
Provide consultation and assistance on conduct-related issues.
Manage assignments and/or projects.
Prepare written correspondence and other documentation.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of progressively responsible experience, 1 year (52 weeks) of specialized experience at the next lower broadband or equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Assist with providing advice, counsel, advisory/personnel management services, and management/ supervisors orientation regarding civilian management responsibilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a 4-year course study leading to a bachelor's degree. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post-high school education may be used to qualify applicants for the NH-02 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of employee relations concepts, case law, principles, practices, legal and
regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems,
and situations, and advise managers regarding appropriate corrective techniques in response to a range of
conduct and performance issues.
2. Knowledge of Federal HR management functions, theories, and techniques and the basic relationships of
various HR disciplines sufficient to advise management and employees regarding rules and procedures and their
obligations and entitlements.
3. Knowledge of legal research methods, information-gathering techniques, and analytical capabilities sufficient
to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions,
and/or legal opinions that various courts and administrative bodies have rendered.
4. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which
may arise due to delicate or highly contested case matters and determinations.
5. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information
and make sound decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
