Duties
Primary purpose: To serve as the CHMR Air Force program manager and Civilian Harm Mitigation and Response Officer (CHRMO) responsible to the Secretary of the Air Force and Chief of Staff of the Air Force to execute the Department of Defense CHMR program. Responsible for developing and agency level planning, programming, and guidance for the Department of the Air Force's CHMR program during peacetime and contingency operations and provide expert guidance and advice to Air Force headquarters staff, major command (MAJCOM) and other DoD agencies, to achieve CHRM program and support Combatant Commander in accordance with DoDI 3000.17, December 21, 2023.
Executes, plans, organizes, and informs Department of the Air Force Civilian Harm Mitigation and Response program, develops agency level instructions and guidance, creates policies and procedures to achieve the overall DoD CHMR program objectives for the Department of the Air Force.
Provides oversight and direction on Departmental activities related to planning formulation, interpretation, and implementation of policies, procedures, and systems knowledge associated with the CHMR program.
Prepares briefings, presentations, and decision memoranda to support deliberations and decisions by the Secretary of the Air Force and DAF senior leaders on CHMR issues. Reviews and develops Service positions and responds to actions originating from other DoD and non-DoD offices or agencies that have CHMR implications.
Leads DAF interaction with other Air Staff, Joint Staff, other service headquarters counterparts, and liaises directly with DOD offices to integrate Air Force CHMR program for overall program effectiveness, as well as perform other CHMR related activities as required or directed.
Proposes and manages future CHMR related studies, analyses, and evaluations within the Department agencies to improve overall Air Force headquarters CHMR program.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Air Force space, missile, and/or cyberspace operations and planning experience is desirable.
- Experience with military and civilian personnel, resource allocation, and administrative processes is desired.

Conditions of Employment Continued:
Incumbent may be required to acquire and retain Top Secret Clearance eligibility with Sensitive Compartmented Information access, based upon a Single Scoped Background Investigation. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counterintelligence Polygraph and mandatory drug testing.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian
Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by
employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions-Miscellaneous Administration & Program, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of advanced management application and organizational principles and practices. Comprehensive understanding of CHMR military challenges during operations to include, terrain, population, infrastructure, communications, cyberspace, information warfare, munitions, resources, training, weather, disease, adversary tactics and chemical, biological, radiological, and nuclear (CBRN) elements. Comprehensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge in program management and coordination of CHMR projects in large organizations, including interagency and
interdepartmental agencies.
Knowledge of civilian harm mitigation programs or organizations and activities to assess the political and institutional environment
in which decisions are made and implemented.
In-depth knowledge of Headquarters-level Air Force organizations, functions, authorities, and lines of command with knowledge covering the entire spectrum of Air Force programs, operations, and management.
Demonstrated ability to analyze, plan, coordinate and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources.
Ability to meet and deal with senior military and civilian officials at all levels of Government, including experience in interacting with Public Affairs, Congressional staff members, interagency and interdepartmental agencies.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
