PRIMARY PURPOSE: To serve as a chief of strategic planning for assisting the Commander US NORTHERN Command (USNORTHCOM), Commander North American Aerospace Defense (NORAD), Commander United States Space Command (USSPACECOM) for the analysis and control of planning processes and functions.

Duties

Represents the command on Plans and Requirements Issues with a variety of military and Federal Government organizations. Applying Air Force experience, analyzes major Air Force mission sets to provide planning, programming, and policy guidance and to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission, operational and Combatant Commander (COCOM) plans. Performs ongoing evaluation and analysis of the operational planning and execution actions, and policy actions in support of major NORAD, USNORTHCOM, and USSPACECOM Air Force mission and COCOM/operational plans. Applying broad, in-depth Air Force knowledge and experience with detailed knowledge of major Air Force mission sets to provide key planning, programming, and policy guidance, and to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission, operational and Combatant Commander (COCOM) plans. Translates campaign requirements into programmatic terms.

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/ Code O. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions-Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force level plans and procedures such as war, mobilization, deployment, and similar operations; and to evaluate Combatant Commands, MAJCOM and Air Staff responses to plans and studies. Knowledge of Air Force and command program goals and objectives and the interaction that they have in the Joint Planning process. More specifically, how key operational events and milestones affect the planning actions related to actual events and the relationships of the various command entities involved in the overall planning for execution of military operations and evaluations. Knowledge of DoD and civil space assets, space operations, organizations supporting/controlling space operations, and evolving doctrine for geographic command's use of space assets. Knowledge of Air Force Operations and evolving doctrine for geographic command's use of assets. Knowledge of Air Force Doctrine Development; and US Northern Command, US Joint Forces Command, and Service Components for Joint doctrine development FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of operational plans analysis techniques and possession of planning abilities in the assessment and improvement of command level plans and doctrine for conducting major operations such as war, mobilization, deployment, exercise, special operations, rescue, or similar operations. Knowledge of Air Force and command program goals and objectives and the interaction that they have in the Joint Planning process. More specifically, how key operational events and milestones affect the planning actions related to actual events and the relationships of the various command entities involved in the overall planning for execution of military operations and evaluations. Knowledge of DoD and civil space assets, space operations, organizations supporting/controlling space operations, and evolving doctrine for geographic command's use of space assets. Knowledge of Air Force Operations and evolving doctrine for geographic command's use of assets. Knowledge of Air Force Doctrine Development; and US Northern Command, US Joint Forces Command, and Service Components for Joint doctrine development. Skill to negotiate and/or defend findings and planning support concepts. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to communicate effectively, both orally and in writing; negotiates complex issues; and maintains good working relations. Ability to plan, organize, and utilize appropriate planning data collection techniques that interface with senior planner/leader assessments and implement recommendations where appropriate that require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
