The Program Specialist serves as an Equipment/Telehealth Technology Specialist providing critical operational and technical program management and support to ensure the sustainment of clinical Telehealth equipment operations within the facility. Works with leadership to develop, refine, implement, and evaluate a comprehensive strategic plan for telehealth programming.
Duties
Provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies, and systems
Serves as a subject matter expert and resource for technology installations, configurations, activations, applications and software
Provides technical support and assistance to staff who use video conferencing devices and peripherals for Veterans Health Administration telehealth services
Primary point of contact for TMS Systems and Telehealth Management Platform (TMP) equipment
Provides training to clinical staff on proper use of Telehealth and Connected Care technologies and systems
Assists with setting up veterans VA tablets and personal devices in preparation for VA Video Connect (VVC) appointments
Prepares and tracks maintenance work orders, information systems, and inventory records
Communicates with the National Telehealth Technology Help Desk (NTTHD) to facilitate troubleshooting, repair, and coordination of replacement equipment
Work Schedule: Monday - Friday, 7:30am - 4:00pm; Subject to change based on the needs of the facility/service.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Applying and extracting information for report generation and presentation utilizing multiple software applications; 2) Conducting inventory, and procuring, installing and replacing equipment; 3) Submitting work tickets in support of telehealth activities; 4 ) Providing troubleshooting support for multiple smart devices including phones, pads/tablets, and mobile applications; 5) Writing, communicating, and presenting information for various audiences.

Education: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience described above may be used to qualify for this position. Only education in excess of the first year (18) semester hours of graduate education may be used to qualify for the GS-09 level. Note: Transcripts must be submitted with application. Physical Requirements: Work is typically performed in an office environment in an adequately lighted and climate controlled office. Will require travel to CBOCs or other locations as needed.
