The primary purpose of this position is: To serve as Chief, Personnel and Manpower Support Branch, providing planning, directing, organizing, formulating program goals and policies for the directorate's mission of worldwide communication support assigned to the CENTCOM, C4 Systems Directorate, CCJ6 Personnel and Manpower Branch.
Duties
Responsible for formulating policy, management, and execution of all military and civilian human resource programs.
Responsible for the Directorate's current and future HR and Manpower programs.
Exercises supervisory personnel management responsibilities; directs, coordinates, and oversees work through subordinate supervisors.
Plans, organizes, and oversees the activities of the USCENTCOM CCJ6; develops goals and objectives that integrate organization and human capital objectives.
Represents CCJ6 (C4 Systems Directorate) with a variety of installation and functional area organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) planning and implementing objectives, policies, procedures, or pertinent regulatory requirements affecting manpower and staffing programs; financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques; (2) utilizing expertise of pertinent laws, regulations, policies and precedents to affect the use of program and related support resources; (3) analyzing and resolving the major issues, program goals and objectives, work processes, and administrative operations of the organization; (4) Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of a broad range of military and federal civilian HC concepts, practices, laws, regulations, policies and precedents sufficient in order to provide comprehensive HC strategy, management advisory guidance and technical services on substantive organizational functions, work practices, and senior level military management.
2. Extensive knowledge of qualitative and quantitative methods and practices to evaluate the effectiveness of the organization's Human Capital Strategic Planning process, develop and execute programs to improve HC Strategic plan productivity, cost effectiveness, and efficiency of organizational activities; develop pro-con analyses and propose options and alternatives to current or proposed plans; and, to review and evaluate the effectiveness of current policies and to make recommendations for improvement and/or develop new policies.
3. Knowledge of the principle, functions, and processes of management. Ability to work out solutions to problems or questions relating to subordinate's work assignments. Ability to plan, carry out, and manage work assignments, producing both the quality and quantity expected.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in gathering facts and using effective analytical and evaluative methods to accurately assess information and make sound recommendations and decisions, and negotiate and resolve conflicts with a variety of individuals and organizations.
6. Ability to communicate effectively, both orally and in writing and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
