This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Management, Office of the Chief Information Officer (M/CIO), at the U.S. Agency for International Development (USAID). Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.

Duties

Serves as a key advisor and liaison for the Chief Information Officer (CIO) and Bureau for Management, Office of the Chief Information Officer (M/CIO) Front Office. Facilitates M/CIO’s operational management and strategic engagement within the organization with external stakeholders. Guides the development and execution of M/CIO communications and outreach strategies with agency and administration priorities. Manages the daily operations and actions of the M/CIO Front Office, ensuring that both internal and external engagements support strategic objectives. Advises on information technology (IT) governance, compliance, procurement, and investments according to agency and federal policies and regulations. Advises on the use of data and emerging technologies, including artificial intelligence (AI), to increase the Agency efficiency and optimize M/CIO’s operational processes. Enhances knowledge-sharing and operational efficiency within M/CIO encouraging the adoption of best practices and developing management tools to facilitate M/CIO business processes.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • You may be required to serve a one year probationary period.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Basic Requirement: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Advising or assisting the organization's senior leadership team on operational, compliance, and administrative issues to include strategic communication within the organization and external stakeholders; b) Advising or facilitating the processes on information technology (IT) governance, compliance, communications, and investments per agency or organization's policies and regulations; c) Advising or assessing on business cases for management, operations, or emerging technologies to include the application of artificial intelligence (AI) and advanced data analytics to improve the organization's operational efficiency, AND d) Facilitating or developing strategies for enhancing knowledge-sharing or operational efficiency to include dissemination of best practices. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
