You will serve as a Program Support Specialist in the Business Department of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.
Duties
You will assist the Program Managers and Other-the-Horizon Sites of the Supply Management Department with the development of their annual budget and processing all their procurement requirements.
You will analyze procurement data and develop recommendations for the Supply Management Department's on potential cost savings.
You will serve as the local functional expert on matters of Navy Enterprise Resource Planning (N-ERP) and procurement management.
You will provide expert technical advice and assistance to staff managers, functional program managers, and employees on submitting procurement requirements.
You will serve as the FLCSD point of contact for all Long Lead Purchase Requests (LLPRs).
You will be responsible for the management of the Over-the-Horizon sites multi-functional devices (MFDs).
You will monitor leased vehicle, maintenance, and service accounts for Supply Management Department by identifying changes in billing history and indentifying billing discrepancies.
You will assist with developing the annual budget for the Supply Management Department.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized Program Support Specialist experience equivalent to the GS-07 grade level or equivalent pay band in the Federal service assisting the Program Managers and Other-the-Horizon Sites of the Supply Management Department with the development of their annual budget and processing procurement requirements. Specific work experience must demonstrate the following duties: 1) Utilize principles, procedures, methods, and concepts of budgeting for appropriated and revolving fund accounts to compile, consolidate, and review requests for funds; 2) Draft standards for reimbursement for inclusion in contracts with serviced agencies or organizations; and 3) Provide knowledge of regulations, policies, practices, and procedures governing budget administration to develop and interpret policies and procedures for controlling the use of funds.
GS-07: Your resume must demonstrate at least one year of specialized Program Support Specialist experience equivalent to the GS-05 grade level or equivalent pay band in the Federal service assisting the Program Managers and Other-the-Horizon Sites of the Supply Management Department with the development of their annual budget and processing procurement requirements. Specific work experience must demonstrate the following duties: 1) Analyze and compare selected object class and line item obligations and expenditures in the approved operating budget covering supplies and equipment to identify and allocate the appropriate funding source in accordance with the annual plan; and 3) Correlate and analyze large amounts of statistical data to make appropriate recommendations for action concerning budget estimates, obligations, allotments, material costs, source of supply, and methods of procurement.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
For GS-07
1 full year of graduate level education
or
superior academic achievement
