The Program Specialist serves in the Office of the Chief, Engineering Service, Miami VA Healthcare System (MVAHS), Miami, FL. The Program Specialist primary purpose is to analyze evaluate, design computer programs and follow-up/trend the work functions involved in Engineering Service. Through this concept, this position will track, trend, and recommend on the accomplishment of work processes and keep Chief and Assistant Chief advised.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties include, but are not limited to: Research and Analysis Work: Analyzes and makes recommendation for corrective action on all reports of failure and unsatisfactory performance of equipment in order to prevent or minimize equipment breakdowns, analyze interrelationships, safeguard against violation of privacy of information and loss of data and continually analyzes and evaluates the Service's work processes which include administrative, safety and hygiene, Engineering/Contractual, and BSE personnel project work order needs. Analyzes workflow needs and establish computer programs and will monitor and trend all work processes and needs to make recommendations to the Chief and Assistant Chief in which to create an efficient and effective work organization. Special Projects: Manages the development of new and improved concepts principles and techniques that will advance the body of knowledge associated with the on-going Computer Aid Facility Management System in place. Manages maintenance, work order, equipment and program management system on the AMES/MERS computer. Completes development of discrete PM recognition programs by development of a scheduling study model using program code via file manager Data Base System. Supports development of problem-oriented models for translation into histograms of operating systems within the PM inventory model. Training and Surveys: Attends all DHCP Hotline calls and meetings, as well as acts as liaison with other Program Specialist and IRMS when necessary. Coordinates software and hardware needs with IRMS and maintenance and repair with Biomedical Engineering. Establishes security mechanism for all internally developed programs, assigns access and verify codes for Engineering employees and ensures computer access agreements are signed by all employees. Monitors all data contained in the Engineering micro-computer-based package. Training Program Administrator: Conducts fact-finding investigations in connection with particular projects on assigned equipment replacement as requested by the Chief or Assistant Chief, Engineering Service. Provides detailed information on all equipment, including various substitutions allowable, and catalog of parts and nomenclature of equipment. Prepares memoranda, systematic internal review of operations pe1iaining to position and other reports for the signature of the Chief, Engineering Service. Training and Evaluation: Builds and maintains employees' menus and writing procedural handbooks for employees to follow. Maintains training records for employees in tempo and LMS. Studies the systems and confers with section supervisors when establishing program requests for computer needs. Develops flow charts, formats, layouts for files and records and interfaces for local systems, determines logic, code tests and debugs. Training Program Development: Reviews the computer systems for the purpose of finding potential problems in the standard system before they occur or when they occur, analyzing problems, solutions and explaining limitations of the system. Maintains up to date space files and keeps the Chief, Engineering Service informed of the program and any matters affecting the results of the system. SPECIALIZED EXPERIENCE GS-9: Having one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes having skills in applying analytical and evaluative techniques to identification and resolution of issues of problems of a procedural or factual nature; understand the theory and principles of management and organization including administrative practices and procedures common to organizations; having working knowledge to develop, modify and test a variety of individualized programs to meet agency requirements; understanding of the objectives, operating principles, program techniques and program specifications of the Service (Engineering), in which to interact the computer programs, applications and systems to meet the needs of the service (such as agency/service specific computer automation; particularly spreadsheets, graphs, tables and databases, etc.); and having an in-depth knowledge of the organization and goals in order to analyze and evaluate the work functions, operation of the service and establish computer programs in which to track and trend program specification. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: Having a master or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. (One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). (Transcripts Required) OR COMBINATION OF EXPERIENCE AND EDUCATION GS-9: having equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position as outlined for the GS-09 above. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is sedentary, but work may require long periods of standing, stooping, bending, and stretching during inspections, but mostly work is accomplished in a comfortable sitting position in pleasant surroundings.
