You will serve as a MANAGEMENT & PROGRAM ANALYST (MANPOWER) in the COMMANDER, PATROL & RECONNAISSANCE WING TEN of COMMANDER, PATROL WING 10.
Duties
You will serve as principal advisor on all manpower matters, providing authoritative advice and technical guidance on the effective management of manpower resources and the development of sound organizational structures.
You will conduct comprehensive analysis on complex issues that impact manpower resources, establish conclusions derived from the analysis and relationship to other ongoing programs, and make recommendations which best utilize resources.
You will conduct studies of organization structure, missions, functions, and manpower requirements for military and civilian personnel, analyze data collected, and present findings with recommendations for changes.
You will advise on actual or potential manpower problems and recommend procedures and methods for solving issues.
You will coordinate with subordinate commands on matters impacting current and future requisition, assignment, distribution, and utilization of
personnel in order to identify program status and make recommendations or corrective actions.
You will conduct briefings and training sessions on military personnel management policies, programs, practices, and significant issues to new commanders, key staff members, and squadron personnel
You will propose, research, edit, and/or collaborate on position descriptions and/or justification of positions with staff, higher headquarters and Human Resources Office.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting organizational studies, analyzing data, and providing authoritative advice and technical guidance on complex issues that impact manpower resources for the efficiency and effectiveness of military and civilian manpower programs.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing analytical and evaluative techniques to recommend distribution of military and civilian manpower allocations for the effective and economical management of manpower resources.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11 ONLY:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
Possession of an LL.M that is related to this position being filled.
