You will serve as a PROGRAM ANALYST in the Naval Ocean Processing Facility of NAVAL OCEANOGRAPHIC PROCESSING FACIL Whidbey Island, Washington.
Duties
You will manage and maintain the Command's training and qualification records, using the electronic system Nosis/Continuing Training and Qualification System (CTQS).
You will need knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
You will interface with Trident Training Facility (TTF), Learning Site Whidbey Island, WA and other external entities in course scheduling and enrollment, ensuring that operators are able to meet qualification and prerequisite requirements.
You will review Short-Range Training Plans (SRTPs) ensuring all Nosis entries are in accordance with command instruction and best practices are followed.
You will be overall responsible for the administration of the Publication Management Program to include over 150 publications.
You will consult with the Administration, Training, Sea Operations, Shore Operations, Communications, and Maintenance Departments' senior leadership to ensure all training requirements are met consistently across each department.
You will make appropriate assignments, set priorities, monitor, and report on progress towards established command milestones, goals, and deadlines.
You will need skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
You will lead and/or participate in meetings to discuss the Command's training and qualification records.
You will assist the Training Department Head to ensure all electronic records and other materials are in proper order for Command Training meetings and external audits.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing, evaluating, and reviewing data in tracking database systems, such as Continuing Training and Qualification System (CTQS), to monitor program issues and study effectiveness in order to recommend improvements for program operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
