You will serve as a MANAGEMENT ANALYST in the Administrative Department, Public Works Department of NAVFAC NORTHWEST. Salary Range: GS-09: $63,526 to $82,580 GS-11: $76,860 to $99,914

Duties

You will manage the onboarding and off boarding programs for new or departing employees. You will interface with the local IT department to resolve issues, and order and track assets. You will serve as the department Defense Travel System expert, assisting employees with travel orders and vouchers and reviewing orders. You will discuss recommendations for more efficient or economical utilization of resources with management. You will assist supervisors with the implementation and maintenance of Individual Development Plans and training completion and tracking.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting management surveys and studies of administrative and process issues impacting Public Works Department management processes, functions, and organization; 2) Providing analytical analysis support for resource and workload process improvement with administrative support and coordination of administrative functions and processes; 3) Providing support for the Defense Travel System; 4) Assisting in the development and submittal of annual budgets and performing ongoing verification to ensure allocated funds are uses appropriately and within authorized limits; and 5) Initiating, monitoring, and tracking personnel actions, DPMAP appraisals, awards, and requests for changes to approved staffing plans and assisting with onboarding actions associated with personnel. ***NOTE: This experience must be clearly and fully supported in your resume. Specialized experience must demonstrate the following: 1) Developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures; 2) Providing advisory services on issues impacting the organization; 3) Assisting in developing operating procedures, instructions and training; 4) Providing assistance on the use of Facilities automated data systems (i.e. Computerized Maintenance Management System (CMMS). ***NOTE: This experience must be clearly and fully supported in your resume. Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

OR

For the GS-09 Grade:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
