About the Position: As the Chief Strategic Innovation Officer (CISO), incumbent will play a pivotal role in spearheading transformative changes and fostering a culture of innovation and continuous improvement at the Defense Health Agency (DHA). This position is located in Falls Church, VA. This is a Direct Hire Solicitation Salary negotiation may be available for those highly-qualified candidates who are new to Federal service.

Duties

Serve as the CISO at the DHA leading groundbreaking transformations across military health systems, placing the role at the forefront of strategic innovation, cultural evolution, and relentless improvement within the DHA. Employ a comprehensive set of accelerators, navigate substantial opportunities and challenges, aiming to significantly enhance healthcare services for military personnel and their families. Proactively identify and articulate a transformative opportunity that aligns with DHA’s mission, setting a precedent for change. Develop and communicate a strategic vision that addresses critical opportunities for DHA, acting as a beacon for all innovation and change initiatives. Employ sound judgment and business acumen to navigate complex challenges, ensuring the strategic vision is achieved efficiently and effectively. Ensure alignment with DHA’s strategic objectives, demonstrating an ability to make decisions that produce high-quality results through strategic planning and implementation. Serve as a prominent leader within the DHA, pivotal in overseeing innovation program management, acquisition, and spearheading active vendor engagement while establishing robust partnerships with academia. Responsible for driving the development, coordination, and execution of cutting-edge health initiatives and strategic acquisition plans across the DHA. Manage the full lifecycle of innovation programs—from initial ideation, through procurement, to final implementation and thorough evaluation—all while ensuring these efforts are in strict alignment with DHA's strategic goals. Assist in assessing organization strengths and weaknesses, balancing workloads, supporting team building, and applying appropriate management techniques to communicate organization vision, goals and strategies, and improve productivity. Exercise the full range of supervisory management responsibility and authority in directing personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) applying an understanding of the Military Health System (MHS) components and overall political/military issues to provide oversight, management, and/or support for MHS issues; AND 2) knowledge and experience enabling formulation and presentation of recommendations and implementation strategies for significant changes to standard policies and procedures; AND 3) developing business models or solutions for healthcare performance planning, realignments, resource management, and/or overall decision support; AND 4) applying executive leadership and program management skills to synchronize activities to drive successful startup projects to include coordinating, implementing, and overseeing specific activities or projects within the organization; AND 5) assessing organization strengths and weaknesses to improve productivity. Although not required, Clinical experience and leadership experience in a Military Department (MILDEP), DHA HQ, or Medical Treatment Facility (MTF) is preferred. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
