This position is located in the Department of Defense, Office of the Secretary of Defense, DoD Chief Information Office (CIO), Workforce Innovation Directorate (WID). The WID oversees the creation and maintenance of cybersecurity policies and strategies consistent with DoD CIO's objectives and national policy and is also responsible for the design and implementation of the DoD Cyber Excepted Service personnel system, cyber human resources policies, and cyber human capital strategy.
Duties
Establishes, maintains, and oversees activities pertaining to relationships between academia and entities involved in primary, secondary, and post-education education with respect to cyber-related matters.
Provides advice and guidance to resolve, implement, or manage program or policy issues involving major areas of uncertainty in approach or methodology.
Makes major recommendations and decisions related to policy formulation and long-range planning in connection with prospective changes in functions and programs.
Conducts ongoing analysis of the performance of cyber-related educational scholarships, camps, support efforts, and volunteer partnerships of the Department of Defense.
Conceives, plans, and conducts pioneering analyses, evaluations, or investigations of outstanding scope, difficulty, and complexity in unexplored program areas of critical importance to DoD CIO.
Conducts budgetary oversight; performs long-range planning and management of substantive grant and/or cooperative agreement programs where precedents are scarce or there are large gaps in program guidelines.

- This position may require occasional travel (up to 20%) away from your normal duty station on military or commercial aircraft.
- This position may require you to work other than normal hours, which may include evenings, weekends, and/or holidays and/or overtime.
Qualifications
The area of consideration for this recruitment is limited to applicants living within the Washington Local Commuting Area, i.e., the geographic areas surrounding the National Capital Region (NCR).
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: coordinating academic engagement programs for the Department of Defense, monitoring and evaluating the performance of covered academic engagement programs with respect to the involvement in such programs by the Department of Defense, and directing development of data, securing of legal opinions, or preparation of position papers to support development of DoD CIO goals and objectives related to program management or development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
There is no substitution of education for the qualifying experience at the GG-15 grade level.
