This position is located in the Office of Human Resources, Southwest Regional Office, Phoenix, Arizona. The primary purpose of this position is to serve as the Southwest Region's Personnel Security Officer for HSPD-12 Suitability adjudication program. This position reports to the Personnel Security Officer.
Duties
Serve as the Southwest Region's Personnel Security Officer for the HSPD-12 and the Personnel Investigation Verification badge (PIV) and suitability coordination and adjudication.
Responsible for HSPD-12 and the PIV badge, fingerprint results process and notification, review of criminal background reports and the mitigation process, Section 231 of the Crime Control Act 1990, P.L. 101-647 and Section 408 of the Miscellaneous Indian Legislation, P.L. 101-630 in determining eligibility for employment in the Indian Health Service, suitability processing with the Program Integrity and Ethics Service (PIES), and program coordination.
Responsible for all HSPD-12 and finger printing equipment, all IT coordination for HSPD-12 updates, maintenance of all equipment, on going training of Service Unit staff, procurement and justification requests, bi-annual accreditation and annual site visit travel.
Provide technical assistance and consultation to managers, supervisor and employees of Southwest Region and involves policy management, information and interpretations for each of the assigned areas and the establishment of work processes, practices, policies, and guidelines.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: GS-0343-07:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Basic responsibilities with performing security investigations, issuance and coordination of Personnel Investigation Verification (PIV) badges or equivalent access and identification badges; Performing analysis and evaluation of work processes and policies, Coordination of employee fingerprint processing and notification; Review of criminal background reports and the mitigation process; Making recommendations for eligibility for employment, security clearances, suitability activity and adjudication. OR
Completion of at least 1 full year (18 semester hours) of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Completion of a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) I graduated with at least an overall GPA of 2.95, (2) I graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) I graduated in the top third of my class; or (4) I have been a member of a national scholastic honor society recognized by the Association of College Honor Societies. OR
Possess a qualifying combination of the specialized experience and education described above to meet the GS-7 grade requirement. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18 or by the number of hours your school has determined to represent 1 year of full-time study. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
