This position is located in the Office of Agency Management and Budget (OAMB), which manages and directs the Agency's budget formation process, execution of the Agency's operating budget, internal accountability review functions, acquisition management, human resource support, information technology oversight, program performance and accountability, and other management functions for the Agency.
This position is outside the bargaining unit.
Duties
Conduct analyses related to the Agency's Human Resources Management functions that include awards, training, employee performance appraisal, position management, employee and labor management relations, and time & attendance.
Use Workforce Analytics and Excel or similar programs to analyze data and to advise and assist the OAMB Director in formulating VETS' human resources management plans and strategies.
Develop and deliver presentations in the areas of performance appraisal systems, time-keeping, and employee awards.
Furnish policy, analyses, justifications, judgments, and recommendations regarding plans, funding problems, and/or the most efficient and economical application of VETS resources.
Coordinate closely with the Agency's Information Technology (IT) Business Process Owner and other internal Departmental offices to implement actions and programs and provide deliverables. Represents VETS within the Department and attends meetings
with OASAM departments as required.

- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Management Analyst, as described below.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized experience is defined as two or more of the following Human Resources Management functions:
Employee/labor relations;
Staffing and recruitment;
Performance and position management;
Analysis reviewing data and reports and/or
Training and employee development.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
