This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Supervisory Diagnostic Radiologic Technologist provides supervision and support to the diagnostic technologists and Veterans at the Oklahoma City Veterans Affairs Health Care System (OKC VA HCS). OKC VAJCS is a level 1b major interdisciplinary teaching facility with service-lines serving medical, surgical, and neurological outpatients and inpatients, with a level III emergency department and multiple community-based outpatient clinics (CBOCS).
The Supervisory Diagnostic Radiologic Technologist is a first level supervisor of the Radiology Service which includes diagnostic technologists and health technicians who provide around the clock coverage in Ultrasound, Cat Scan and MRI. The primary goal of the position is to ensure that the Radiology needs of the veterans are met by supervising radiology employees and collaborating with other services, both internal and external to the VA.
Duties include but not limited to:
Schedules staff technologists. Schedules tours for weekends, holidays and shift assignments, makes schedule changes based on workload and manpower. Responsible for Quality Assurance Control, monitoring preventive maintenance programs and service safety.
Assist Radiology management team in ensuring that Joint Commission, OIG and VA policies and requirement are being met. This includes planning for future changes in requirements as Radiation Safety is becoming a prominent topic.
Completes OIG CAP review paperwork.
Works with the external accreditation coordinator to address questions regarding requirements.
Writes reports to the Service Chief and Administrative Officer.
Oversees the work of the quality control technologist with solving difficult problems or concerns.
Compiles data in order to suggest process improvements and changes. Including staffing levels and schedules.
Recommends changes in staffing levels to meet service needs.
Manages workload reports for technologist and contract Radiologist.
Prepares reports on operations including overtime, technologist workload, contract radiologist workload, resident workload, tele-radiologist workload and National Teleradiology Program workload.
Compiles data for and reconciles billings for the following services contract radiologist, fee basis, residents, film storage, PACS system, and dosimeters.
Develops and submits budget requirements.
Prepares necessary supportive documentation on annual budget meetings to include projections of funding, equipment, space, and staffing needs.
Serves as budgetary fund control clerk for complex multi-million-dollar budget.
Makes recommendations for controlling funds so as to remain within the limits of allocations.
Submits reports to Fiscal Service as required concerning any changes in budget matters.
Works with IRM and Fiscal to implement the Decision Support System to map out budget costs for the service.
Knows and supports the goals and objectives of the service. Promotes professional conduct and loyalty to the VA.
Carries out all tasks in a team environment by working with associated administrative supervisors to accomplish the goals of service.
Assist in the Leadership of strategic planning initiatives, proactively plans for future needs and implements plans to improve the overall operation of radiology. Evaluates new equipment and makes recommendations regarding purchases and upgrades.
Acts on individual or group grievances and employee complaints; Reviews disciplinary matters and recommends action to the Service Chief. Works closely with union representatives and management to resolve employee issues at first level of supervision.
Acts as a communicator, facilitator, and problem- solver. Management, organizational, educational, and interpersonal skills will be utilized.
Works along with the Administrative Officer/Service Chief to determine goals and objectives that need additional emphasis as to the best approach or solution for resolving budgeting shortages and plans for long range staffing needs.
Incumbent hears and resolves group grievances or serious employee complaints. Incumbent reviews and approves serious disciplinary actions involving supervisory and non-supervisory subordinates.
This position is supervised by the Service Chief of Radiology. The incumbent will supervise diagnostic technologists and health technicians. They will have full responsibility for the work of those supervised and make decisions based on sound judgment, conferring with the Administrative Officer, radiologist and co-workers when necessary. Participates in management decisions affecting the diagnostic radiology function of the service. The incumbent identifies the work done, plans and carries out the steps required, and submits competed work to users without supervisory approval.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT} (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging(MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT} or from [other accrediting agencies as recognized by the Department of Education (DOE).]

Experience. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level.
Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk(*):

Preferred Experience: At least 1 year of experience leading people.

This position is being recruited for above the full performance level. The actual grade at which an applicant will be selected for this vacancy is GS-10.
Physical Requirements: The physical demands of the work include some bending and carrying of moderately heavy articles. Some pushing and pulling. Patients sometimes are assisted to achieve proper positioning which may require reaching or work in strained positions. Reaching above shoulder, use of fingers, good dexterity (both hands required), prolonged walking, prolonged standing, repeated bending, ability for rapid mental and muscular coordination simultaneously, far vision correctable in one eye to 20/20, ability to distinguish basic colors, speed in working, and emotional stability.
