This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Incumbent is responsible for the performance of all radiologic technologists at the Oklahoma City VA Health Care System. Incumbent leads radiologic technologists and directs all radiology-related tasks by serving as the Chief Diagnostic Technologist for a large multidisciplinary clinical service. The primary goal of the position is to ensure that the diagnostic needs of the veterans are met by supervising radiology incumbents and collaborating with other services, both internal and external to the VA.
Major duties and responsibilities:
The incumbent reports to the Chief of the Service and program administrator to help determine goals and objectives that need additional emphasis such as the best approach or solution for resolving budget shortages, equipment requests, staffing plans, disciplinary issues, participation in medical center and VISN committees, performance reviews, quality management, PACs administration, and plans for long range staffing needs.
The incumbent must function with an understanding of the mission and vision of the Veterans Health Administration and have the ability to create a service that structures its processes according to the mission and vision of the VHA. The incumbent must lead others by this model to fulfill the expectations of leadership, other services and the veterans.
This position requires a high degree of visibility and has a significant impact on the Department of Radiology. The position requires the incumbent to serve on, and be knowledgeable of, national or intra-agency initiatives, workgroups, taskforces, and committees. The incumbent chairs service-related committees and performs special projects assigned by local leadership, VISN or VACO. Incumbent is a member of the monthly VISN Radiology committees. Incumbent is required to stay abreast of the rapid changes in technology. This requires the incumbent to organize meetings with vendors for all sections within Radiology.
Attends services and facility meetings, conferences, etc. to keep abreast of ongoing policy making in the medical center to convey a clear understanding of the service's programs and to ensure the service is meeting the expectations of others. Maintains continuous effective working relationships with the administrative Service Chiefs and their staff, and the Administrative Officers of clinical services to insure that the needs of the service are successfully accomplished in a timely manner.
The incumbent participates in development of hospital- and service-wide policies and procedures. Reviews compliance and makes recommendations for solutions to variations.
The Supervisory Technologist leads strategic planning initiatives, proactively plans for future needs and implements plans to improve the overall operation of radiology. This individual is actively involved with all construction projects within the service. This will involve strategic planning to ensure the service can expand future services (existing and new) as technology evolves.
Incumbent supervises GS-5 to GS-10 levels of diagnostic radiologic technologist assigned to various modalities and administrative/clerical when necessary. The incumbent acts as a communicator, facilitator, and problem- solver. Management, organizational, educational, and interpersonal skills are utilized. The Supervisory Technologist is responsible for the overall assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement disciplinary actions, and identification of continuing education and training as needed.
Incumbent justifies the purchase and selection of new equipment; improves methods and procedures used to produce work products; coordinates and integrates work schedules and processes with work subordinates or others; decides on the acceptability, rejection, or correction of work products or services. Incumbent oversees the development of technical data, estimates, statistics, suggestions and other information useful to higher management in determining which goals and objectives to emphasize. Incumbent decides the methodologies to use in achieving work goals and objectives and in determining other management strategies. Provides technical requirements and descriptions of work to be accomplished, plans and establishes the work schedules, deadlines, and standards for acceptable work. Makes short and long term supply, equipment and major space alteration recommendations along with Environment of Care and Safety issues. Ensures that supplies and services have been ordered and are available when required for procedures performed in the service.

Qualifications
Basic Requirements.
Citizenship. Be a citizen of the United States.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations.
Diagnostic Radiologic Technologist, GS-11
Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist.
(e) Supervisory Diagnostic Radiologic Technologist. The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.
Knowledge, Skills, and Abilities (KSAs). The candidate must demonstrate all of the following technical KSAs:
Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
Skill in problem solving and conflict resolution.
Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
Skill in participating in organizational facility initiatives, workgroups, and/or committees.
