This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The incumbent is assigned as the Radiology Administrator, and employs independent judgment in the day-to-day operation of the Radiology Service and serves under the general guidelines of the Chief of Radiology Service and Chief of Staff Office, directs and administrates the needs of OKCVAHCS's Imaging Service and its subsections of Radiology Service across the healthcare system: General Diagnostic section, Computed Tomography (CT), Magnetic Resonance (MRI), Mammography, Radiation Safety Oversight, Interventional Radiology (IR), and Ultrasound (US), total of 90+ FTEE in a large multidisciplinary university-affiliated/training Radiology Department.
Major Duties and Responsibilities:
Supervisory Roles:
Establish and maintain effective working relationships across a broad spectrum of internal and external organizations. Coordinate and liaise with executives within all levels of the OKCVAHCS, VISN, VA Central Office, National Acquisition Center (NAC), vendors, and other entities that have direct bearing or affect the mission and operational capacity of OKCVAHCS Imaging Services
Perform a variety of assignments that involve the systematic examination of records, reports, policies, and practices affecting or reflecting the condition and operation of imaging services. Set long and short-term program objectives that are realistic and are responsive to department goals and priorities. Develop effective approaches for meeting department objectives.
Work is performed in an inclusive environment which fosters teamwork, open communication, trust, and mutual respect. Provides advice, counsel, or instruction to employees on both clinical and administrative matters. Demonstrate ability to write and present training in a formal environment.
Possess working technical experience in imaging while having knowledge and understanding of the various complex imaging sub-specialties. Along with modality supervisors provides effective leadership and efficient operation management within each division and the overall effectiveness of the entire imaging service. Sets and adjusts short-term and long-term priorities and prepares schedules for goals on completion of assigned tasks.
Assigns work based on priorities, consideration of difficulty and requirements of assignments, and capabilities of employees.
Evaluates and directs work performance of subordinates. Tells employees what is expected, advises them of necessary changes as job progresses and holds them responsible for timely completion of work assignments. Provides staff with continuous feedback on strengths and weaknesses of their work. Appraises staff performance accurately within mandated time frames. Gives technical advice as required and reviews work promptly.
Administration Roles:
Reviews a wide variety of records and reports, policies and documents related to practices and procedures. Coordinate with OQSV and other internal regulating bodies to prepare and represent the Imaging Service during audits, surveys, and inspection to include Environmental Rounds, OIG, JCAHO, and other code requirements. Submit reports on compliance reviews and assessments of imaging programs and practices. Evaluate procedures and results to ensure compliance with mandates, regulations, and directives. Recommend remedies and plans for follow-up and recommendations.
Provides evaluation and reports to upper management regarding the effectiveness of imaging services for the veterans.
Assist subordinate supervisors with Human Resource and Payroll Coordination on all issues that pertain to timekeeping and personnel actions to include pay, incentives, promotion, and coordinate special issues such as reasonable accommodation and fact findings.
Possesses extensive knowledge of and service level skill in the field of fiscal, resource, financial management to adequately plan, coordinate, and direct financial activities of the service and to act as the business management advisor to the Chief of Services. Knowledge of Financial and Acquisition regulations, to perform the examinations of invoices for correctness and compliance. Ability to utilize an automated fiscal, equipment, and supply systems to perform a variety of functions. Knowledge of and skill in using research and make appropriate procurement entries. Have the ability to analyze and communicate recommendations and solutions to the Chief of Imaging Services.

Qualifications
Basic Requirements:
Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for Computed Tomography (CT) and Magnetic Resonance Imaging (MRI). Advanced certification indicates that the technologist has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
Education. Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology.
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and be certified as radiographers in their field.
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Diagnostic Radiologic Technologist (Radiology Administrator), GS-12
Experience. In addition to meeting the basic requirements, you must have at least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level (types incl. PACS Technologist, Quality Management Technologist, Clinical Program Director, Lead Diagnostic Technologist, Supervisory Diagnostic Radiologic Technologist).
Radiology Administrator. Assignment to this grade level is restricted to those serving as the radiology administrator at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the technical and administrative operations of the radiology program at active, affiliated medical centers, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower level, and may include clerical and administrative support personnel. At this level, the radiologic technology program typically includes the full variety of specialties.
The candidate must demonstrate all of the following technical Knowledge, Skills, and Abilities (KSAs) and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):
*Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
*Ability to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.
Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
*Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.
*Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions, and identification of continuing education and training needs.
Preferred Experience:
2-5 years experience managing multiple sections with a clinical service as a DRT
5-10 years experience as a DRT
