The primary purpose of this position is to manage the Air Force emergency management (EM), readiness officer and enlisted career field and chemical, biological, radiological, nuclear and high-yield explosive (CBRNE) defense publications programs at the field operating agency level and under the direction of the Air Staff OPR (HQ USAF/A7C).

Duties

1. Manages, plans, organizes, directs and leads the activities of the Air Force EM Publications Program. 2. Serves as a technical advisor. 3. Develops EM operational procedures and planning guidance. 4. Establishes and conducts discussions, meetings or serves on committees or panels. 5. Develops inspection criteria for EM and Air Force CBRNE Defense program operations and identifies standards for the instillation EM exercise program. 6. Provides quality customer service while performing duties. 7. Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • The incumbent will be required to travel extensively in the performance of temporary duty (TDY); the incumbent may be required to travel by commercial or military aircraft.
  • Knowledge of specific requirements of Air Force staff instruments such as Point Papers, briefings, etc. Previous experience in MAJCOM/Air Staff, or Air Force Civil Engineering Support Agency Staff position is highly desirable.
  • The holder of this position must be able to be deployed and meet the prerequisites for civilian deployment.
  • Selectee may be required to serve a probationary or trial period.
  • This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.
  • The employee may be required to travel and/or work on weekends or holidays as needed.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. I have or will have within 120 days of this announcement closing at least one year of specialized experience equivalent to the GS-11 grade level or higher in the Federal service. Specialized experience includes that I have or will have within 120 days of this announcement closing at least one year of specialized experience equivalent to the GS-11 grade level or higher in the Federal service. Specialized experience includes the ability to analyze and review procedural and emergency publications; evaluate and oversee emergency management programs and personnel; develop strategies and make recommendations on organizational work processes, programs, plans, and projects for defense emergency response systems; advise internal and external contacts on emergency response procedures and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of analytical and evaluative methods and procedures and skills in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. 2. Knowledge of the capabilities, limitations and employment concepts for EM and CBRNE Defense to include detection, protective clothing/equipment, decontamination, standard storage methods and hazardous material classification. 3. Knowledge of DOD and Air Force directives governing CE and Air Force Readiness Programs and related CBRNE requirements. 4. Knowledge of US and foreign chemical, biological, nuclear threats and related response and decontamination procedures, safety precautions, tools and protective measures and equipment. 5. Knowledge of DOD, Air Force, and Air Force directives to ensure compliance and to determine need for new policies for optimum CBRNE Defense Programs and systems. 6. Knowledge of safety and occupational health requirements and techniques for handling detection, decontamination, packaging and storage of CBRNE materials. 7. Skill in planning, organizing, directing, coordinating, operating, executing, and evaluating EM program requirements and objectives. 8. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. 9. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning effects and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
