This position is located at the VA Medical Center in White River Junction, VT. The primary purpose of this position is to provide oversight and administrative coordination of Surgical operations throughout the VA Healthcare System and serve as an advisor on operations to the healthcare system's leadership.
Duties

Major duties include, but are not limited to.
Provides day-to-day supervisory and consultation to other administrative personnel within the service and is responsible for coordinating administrative staff functions associated with all Surgical integrated programs.
Review and analyze data and prepare reports and presentations.
Analyses statistics and data, constantly reviewing and tracking patient management activity with Clinical Operations, which affects productivity.
Serves as the personnel management expert for the service and integrated programs, overseeing the full range of human resources requirements.
Manages the overall space, space usage and equipment utilization.
Provides oversight of and helps lead innovations to improve access and overall surgical programs functioning.
Prepares and/or supervises the preparation of correspondence including memorandums, policies, responses to congressional inquiries, etc.
Participates in the required and ongoing trainings to become and maintain oneself as a Contracting Officer's Representative (COR) for service contracts.
Provides budget and financial management for the Surgical budget.
Other related duties as assigned.
Work Schedule: Monday - Friday, 8am until 4:30pm.

Qualifications
Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is knowledge of the unique characteristics of the specific health care delivery of various administrative areas such as performance improvement and assessment programs, data analysis and monitoring, budget, personnel management, credentialing, and privileging of clinical staff. -OR-
Education: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. Combination Education/Experience: Equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the position.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The position is primarily sedentary with regular movement around the VAMC. The incumbent works in an adequately lighted and climate-controlled environment. The incumbent works from a stationary office and must be able to shift to accommodate space related constraints as indicated by the needs of the service.
