Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Portfolio Management Specialist, you will: Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Review and evaluate legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies. Evaluate the progress of social services programs and make recommendations for improving program performance. Analyze complex financial statement data and reports to determine overall status for key agency programs.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Oversight and Management of a Program Portfolio.; AND Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Managing a Program Portfolio.; AND Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
