This position is located at the Greater Los Angeles CERS Department of Veterans' Affairs hospital. The incumbent is part of the Care, Treatment and Rehabilitation Services (CTRS) program and will be responsible for the professional and administrative management of the CTRS Program, staffing, work assignments, budget, clinical/administrative services, eligibility criteria, program operations, and reporting requirements for approximately 20 staff.
Duties
Duties include:
Supervises and assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, and overseeing the Clinical and Administrative operations of the CTRS program.
Provide direct supervision to a multi-disciplinary team to include social workers and peer support specialist.
Assure staff whom they supervise are aware of, adhere to all current directives of VHA, and meet current Joint Commission and CARF standards, State licensure standards, and VA-OIG expectations, and will conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
Provide orientation and on-going training to subordinate staff and takes responsibility for providing opportunities to help staff update their clinical practice skills and acquire new knowledge in contemporary treatment modalities.
Provides both administrative and technical supervision to the staff as assigned, and sets priorities, make assignments according to capabilities of employees, and oversee personnel management functions of staff assigned.
Establish guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system.
Receives and disseminates social work practice and resource information to social workers at the facility.
Evaluates subordinate's performance and offers instruction, advice, or counseling on clinical and administrative matters.
Responsible for monitoring compliance with guidelines on documentation, workload, data entry, ethical practice, and service delivery.
Participates in the development of functional statements/position descriptions and performance plans/standards for social workers to include core competencies and critical elements.
Attempts to resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures, and effectively handles minor disciplinary measures such as warning and reprimands and recommends action in more serious cases.
Keeps up to date on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs.
Plans or participates in planning for coverage in the area of responsibility.
Manages CTRS specific purpose budget, plans for FTEE needs, and addresses staff/care space needs.
Serves as a mentor to other staff, particularly those at the entry level.
Provides clinical supervision for unlicensed Social Workers.
As a field instructor or preceptor, supervises Social Work graduate students and provides a training experience for them in Social Work, and works with students to develop training plans and goals.
Regularly assesses student's progress toward training goals and student's overall performance, and provides reports to the school of social work field liaison on the student's progress.
Participates in the school of social work's field instructor training programs, and the affiliation process.
May serve as an adjunct faculty member.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Basic Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering: All persons employed in VHA in this occupation on 10 September 2019 are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it will be reviewed based on the referenced handbook below.
GS-13 Grade Determinations:
Experience & Education: One year of experience equivalent to the GS-12 grade
level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
Preferred Experience: One year of previous supervisory experience.
