This position is located at the West LA or Sepulveda Ambulatory Care Center within the Women Veterans Program under the Chief of Staff service. The incumbent supports the implementation of VHA women's health initiatives throughout the VA Greater Los Angeles Healthcare System. The incumbent executes comprehensive strategic planning, facility guidance, and works in conjunction and across multiple service lines and disciplines.
Duties
Duties include but are not limited to:
Executes comprehensive strategic planning, provides facility guidance and works in conjunction and across multiple service lines and disciplines.
Coordinates staffing, space/renovation, environment of care, supervision, budget, national funding and National, VISN, and local initiatives for women Veterans.
Directly involved in outreach and engagement of women Veterans across the catchment area.
Travels to various VA Greater Los Angeles Healthcare Systems sites and community for outreach and facility monitoring.
Assist in coordinating the provision of comprehensive health care services to women Veterans.
Implements an aggressive outreach program to identify and locate women Veterans in need of health care services.
Reviews the expansion of programs and services for women Veterans.
Work Schedule: Monday - Friday, 8am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements
Citizenship. Citizen of the United States.
Licensure. Full, unrestricted license or certification by a state to independently practice social work at the master's degree level.
Education. Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work.
Preferred Experience: Experience working within the VHA system, experience working with women Veterans, experience leading a team, experience with program evaluation and strategic planning, experience with program improvement, experience working across disciplines and with leadership, and experience with outreach.
Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements.
GS-13 Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.

Physical Requirements: Light lifting (under 15 pounds); light carrying (under 15 pounds); reaching above shoulder; use of fingers; both hands required; walking; standing; near vision correctable at 13" to 16"; hearing (aid permitted); emotional stability. Travel will be required to various VA Greater Los Angeles Healthcare System sites and community for outreach and monitoring of facilities.
