The Social Work Program Manager (CERS Deputy Chief Clinical Care) is responsible for the professional and administrative management of several major clinical programs within CERS, including Grant and Per Diem (GPD), Care Treatment and Rehabilitative Services (CTRS) and HPACT (Homeless Patient Aligned Care Team) programs and responsible for staffing, work assignments, budget, clinical/administrative services, eligibility criteria, program operations, and reporting requirements.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU Supervises and assists in planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, and overseeing the Clinical and Administrative operations of designated CERS program. Assure the staff whom they supervise are aware of, adhere to all current directives of VHA, and meet current Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF) standards, State licensure standards, and VA-Office of Inspector General (OIG) expectations. Conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Provides orientation and on-going training to subordinate staff and takes responsibility for providing opportunities to help staff update their clinical practice skills and acquire new knowledge in contemporary treatment modalities. Provides both administrative and technical supervision to the staff as assigned. Set priorities, make assignments according to capabilities of employees, and oversee personnel management functions of staff assigned. Established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system. He/she receives and disseminates social work practice and resource information to social workers at the facility. Responsible for monitoring compliance with guidelines on documentation, workload, data entry, ethical practice, and service delivery. The incumbent participates in the development of functional statements/position descriptions and performance plans/standards for social workers to include core competencies and critical elements. Evaluates subordinate's performance and offers instruction, advice, or counseling on clinical and administrative matters. Resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures. Effectively handles minor disciplinary measures such as warning and reprimands and recommends action in more serious cases. The incumbent is knowledgeable on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs. Responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements. Qualifications

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Must meet the basic qualifications requirements for the GS-14 Social Work Program Manager as stated in VA Handbook 5005/120, Part II Appendix G39, Social Worker Qualification Standard GS-0185 Veterans Health Administration. References: VHA Handbook 5005, Part II, Appendix G39, Qualifications for Social Workers. The full performance level of this vacancy is GS-14. Physical Requirements: Light lifting (under 15 pounds); light carrying (under 15 pounds); reaching above shoulder; use of fingers; both hands required; walking; standing; hearing (aid permitted).
