This position is assigned to the Caregiver Support Program (CSP) and serves as the Program Support Assistant to the CSP. The primary duties of the Program Support Assistant (PSA) are program development, assist with data collection, analysis of trends, and implementation of best practices. The employee provides staff support including office operations, information management, coordinates and integrates information necessary to the effective and efficient operation of the program.

Duties

The CSP is a Program whose primary goal is to provide clinical evidence-based services and interventions to caregivers, Veterans and staff; provide education on caregiver issues and relevant VA benefits; provide community outreach; conduct resource development and provide evaluation/consultation on issues related to caregiving for returning service members and Veterans of all eras. The incumbent assists the Caregiver Support Program Manager in managing over 1,000 unique Veterans and Caregivers in the Caregiver Support Program. The incumbent performs duties necessary for the receipt, intake, and indexing of health and administrative information related to the Program of Comprehensive Assistance for Family Caregivers (PCAFC). The incumbent functions as a program and administrative assistant to the Caregiver Support Coordinators which are located across VA Palo Alto Health Care System. The incumbent takes initiative in certain aspects of program planning and development, manages resources and establishes and maintains communications with such services as Human Resources Management, Supply Chain, OI&T, Fiscal, QSV and patient care services. Provides major and complex program, administrative and technical assistance in the day-to-day operations and program planning/evaluation for the Caregiver Support Program. Major duties and responsibilities include, but not limited to: Coordinates and implement a comprehensive outreach initiative designed to facilitate the delivery of services to caregivers and their Veterans at their respective locations. Provides resources and referrals to Veterans and caregivers, who are seeking caregiver support services, regarding program services, concerns, appeals of decisions and ratings. Obtains as much information as possible, provides information, resolves problems, and makes decisions regarding caller referral based on specific caller needs and location. Locates, organizes, develops and reports on all data for performance measures and reports this data to the care team weekly, and to the Caregiver Support Coordinators in completing required administrative tasks such as quarterly reports which are presented to Leadership or the VISN offices. Assists in the planning, review, and reporting of data/statistical results of program/project studies; performs basic analysis of the data and generates a variety of reports; coordinates incoming data from a variety of sources, reviews documents and reports for omissions and inconsistencies, and ensures data entry is complete and accurate. Performs telephone triage and brief assessment- assists Veterans, families, medical center staff and community agency personnel who are seeking Caregiver Support services. Produces a wide range of documents using a variety of office automation technologies. Prepares files and charts in a timely manner, ensuring that all relevant correspondences and clinical material pertinent to CSP are in place. Design and maintain a tracking system for the Caregiver Support Respite Program expenditures and referrals. Prepare yearly funding requests. Ensure local program is compliant with funding updates/changes. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.); developing a yearly program budget, developing a tracking mechanism to monitor funds and monitor all program expenditures. You will be rated on the following Competencies for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. The employee is required to obtain records from files, and carry files, manuals, and other light objects. Occasional travel is required to provide support at conferences, workgroups, programs or meetings.
