The incumbent will serve as a Lead Budget Analyst in the Office of Budget and Financial Management (OBFM), Executive Office (EO), Office of the Director (OD), National Institutes of Health (NIH).
Duties
Serves as a budget expert, working collaboratively with senior scientific and professional staff to develop and recommend milestones, objectives and plans to achieve the IC's long- and short- range mission priorities.
Performs budget development, formulation, and execution functions for the Office of the Director (OD).
Develops procedures and methods to budget for long-range funding and to meet changing program needs.
Formulates and develops future budgetary requirements for the complex mechanisms of support, using historical data, trend analysis and relevant funding patterns of the Office of the Director (OD).
Leads a team of employees, ensuring that OD strategies, goals, and objectives are communicated and integrated into the team’s workforce initiatives.
Coaches a team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists in identifying the parameters of a viable solution.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to senior level management and program managers on all phases of budget execution and financial management; mentoring junior staff and providing technical guidance; developing strategic financial operating plans; providing support to managers in the budget formulation process, including developing budget estimates, justifications, and the cost of operations; preparing a variety of reports and presentation materials covering the status of funds, expenses, and obligation; and managing the coordination of inter and intra agency agreements from inception to completion.
