This position is located at Bureau of the Fiscal Service, Wholesale Securities Services, Division of Financing Operations. As a Financing Specialist, you will provide financial, technical, and policy analysis and conduct special projects and studies primarily related to the Treasury's Marketable Debt Financing.
Duties
As a Financing Specialist, you will:
Coordinate with Treasury's Office of Debt Management (ODM) and Office of Fiscal Projections (OFP)to prepare official auction offering announcements with the terms and conditions of sale or buyback of marketable Treasury securities for release to the news agency servers, dealer, institutional, retail, and sovereign auction participants.
Release auction results through news agency servers, coordinate immediate posting of auction or buyback results to Fiscal Service's Internet website, notify the public of the availability of auction and buyback results through internet mailing lists.
Serve as subject matter expert and lead in one or more areas essential to the office's tasks and mission.
Assist and advise executives and senior management of WSS in planning and executing the Fiscal Service's role in administering debt management decisions.
Work with internal and external audit agencies to provide requested documentation, answers questions, and oversee process to completion. Recommend and implement actions based on audit findings and observations.
Demonstrate ability to analyze issues, troubleshoot problems, and recommend solutions to enhance processes and operational efficiencies in an automated, financing operations environment.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes performing technical and financial analysis by conducting process or project assignments in accordance to established regulations, policies, and procedures.
Examples of such experience could include:
-Participating as a team leader in the development or design of operational processes; OR
-Participating as a project leader in the development or design of automated or computer systems; OR
-Defining business requirements, testing and project management; OR
-Working with policies, procedures, and regulations for marketable securities or the systems to sell them; OR
-Conducting analyses on all phases of financing operations; OR
-Preparing analytical reports on highly technical issues related to financing matters; OR developing and writing requirements by gathering information that is followed through to design/testing.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
